Description:

The city was built as the new capital of Klarash after the destruction of Shakista in the Great War. The location was on the site of an already existent small town, Balaran, and was renamed Ximoran after General Ximor of Shakista who had held the armies of Chaos at bay for so long in the defence of the capital. Balaran, was famous for being the site of the last building section of the King's Highway, which began on 12th Nature's Curling (9th Hiding), in 1702 OT (although many books refer to the town's later name of Ximoran, applying it retrospectively). The city took 20 years to build and when construction was finished the King took up residence in a capital once more in 21 AC. This city was once home to the Shakista Dynasty. It is now the centre of the Ximoran Protectorate. The last king, Orien, died without leaving an heir over two hundred years ago (in 81AC) and it has been ruled ever since by the Council of Seven.

In 103 AC, 4th Man's Harvesting (2nd Watching), the Riddling Reaver was unmasked in Ximoran and accused of hastening the end of the monarchy. The city is still a highly religious place and is also a busy trading city, where prices can be very reasonable. However, taxes are applied rigorously here. They are imposed in two ways. The standard tax is for anyone passing through a city gate to trade and on anyone bringing in large amounts of money to the city. Similarly, there is a standard cargo tax for those travelling in on the river. There is also a small tax imposed for having to open the city gates after sundown for someone to enter or leave the city. The second tax is imposed at harvest-time, and this is a tax of between 10 and 15 per cent of the value of all crops and animals. Within the city walls the rate ranges from 2 to 25% of a man's wealth in real money. This is called the Summer's End Tax and is most unpopular. Ximoran, like Shakista before it is a highly religious city and bears the hallmarks of having been the chief city of an empire.
