Description:

A body made up of representatives from each of the major settlements of the Ximoran Protectorate. These being: Ximoran, Djiretta; Anghelm in the north; Buruna, Kalima and Kelther in the west and the walled city of Neuberg on the southern edge of civilised lands. The council has no real powers though it does provide a unified focus for the area. After the Great War Klarash had been sorely shaken. The various city-states all began moving towards independence from a central power too weak to maintain strong central control. The Council of Seven was created at this time as a council that would allow for interaction between the king and his increasingly distant nobles. The Council was largely made up of the original signatories of the Treaty of Seven, the only differences being that Ximoran obviously replaced Shakista and Neuberg replaced Zagoula as the city nearest the most southerly point of Klarashian rule. In 81 AC, 17th Hiding, Orien, last king of Ximoran, died. The Council took the power of regency and diluted it turning from a seat of discussion between council and king to a forum for independent city-states where different cities could have their disputes heard by the council as a whole. There was no standing army for the Council, only the armies of the various states. However, the Rangers acted as wardens of the council.
